Kansas's First Carrier-Neutral IXP

Spent years facilitating the relationships and vision that brought Kansas its first Internet Exchange Point — now becoming a national blueprint for AI-ready interconnection. The State of Kansas awarded a $5M matching grant to IXP.US to build and operate the IXP as a WSU Innovation Campus Partner. Read the announcement →

Continuing work with IXP.US to build out the Wichita IXP and assist with expansion across 125 regional hub cities in the United States.

Tonya's role: Convener, partnership architect — connected Connected Nation, DE-CIX, the Kansas Governor's office, and WSU into a working coalition.

Designing curriculum frameworks for AI-era registered apprenticeships through Apprenti's Future Skills Institute. Leading Central Region BD across smart manufacturing, telco, data centers, and cybersecurity.

Wichita State Innovation Campus

As AVP for Industry Engagement & Applied Learning, helped facilitate one of the most successful university-industry workforce models in the country — 700+ employer partnerships, $33M+ in student wages across 9,800+ positions in 2023–24, and 50+ industry partners physically located on the Innovation Campus. Contributed to WSU's #1 U.S. ranking for aerospace engineering R&D ($350M in the latest NSF HERD survey), surpassing Georgia Tech, Johns Hopkins, and SUNY Polytechnic. WSU Molecular Diagnostics Lab

Co-founded and led the build of a CLIA-certified molecular diagnostics laboratory from the ground up in 90 days — delivering 350,000 COVID-19 test results at up to 4,500 tests per day. Tonya's role: Co-Founder & Executive Director — created the operational plan to distribute specimen collection across the community and deliver 24-hour PCR COVID test results, coordinating partnerships across university, county, state, and private sector.

As Chief Business Operating & Marketing Officer, led the global commercialization of patented AI long-form content technology — growing revenue from $1M to $100M. Built channel partnerships with major newspapers (Chicago Tribune, LA Times, McClatchy) and online publishers (Sports Illustrated, Newsweek).

Tonya's role: COO/CMO — built and ran the channel sales engine, partner network, product, and operations.

Early Digital Transformation · 2012–2014

WSU Media Resources Center

As Director, led the digital transformation of legacy university media — moved telecourses from VHS and DVD to fully streaming online, brought all of WSU TV (cable channel 13) programming online with the creation of WSU TV Streaming, and grew KMUW (NPR) audiences by launching podcasts and RSS streaming radio. Foresight in 2012 of what every institution would do a decade later.

Tonya's role: Director — vision, technology strategy, team leadership across WSU TV, KMUW, and Instructional Systems.

Early Vision · 2000s

Preparing Tomorrow's Teachers (PT3)

Led a U.S. Department of Education catalyst grant at WSU preparing educators for technology-driven classrooms — building the same model that today's NSF AI Ready America grants now fund nationally. Installed WSU's first wireless network along with wireless networks at each K–12 partner school. Founded the Shocker MINDSTORMS Robotics Challenge, still running today.
